How do I choose an easy-to-get-into college so that I can transfer to a better college?

I am an International student(one of the poorest country in the world) with good acdemic record.I have been attending the most competitive shool in the nation and have been doing well. English is my third language and my SAT scores are CR 600 Math 770 Writing 650 I've got good recommendations from my counselor and my teachers but I have done no extracurriculars in high school years. So even moderately compitive colleges might not accept and give me financial aid, so I am considering attending average colleges(that give hefty scholarships) and transfer.What colleges do you suggest? Can I transfer from every college to a good one? Thanks in advance
