Make-up help! mascara/eyeliner?!!?!!?

Use a pencil with a soft formula that goes on easy. I like MAC for eyeliners and shadows. They have good, high pigment colors. You can apply it in small strokes, almost like stippling, as close to the lashes as possible until it's filled in. Finding the right shape for your eye may just be a matter of practice. After that, apply a dark shadow over the eyeliner with an angle brush and blend it out a bit. This will set the liner and give it the slight smokey look like your pictures.
