How do I deal with him?

So, a few months ago, my mom started telling me about her friends' sons that were going to start working for her. I didn't really think much about them until I actually talked on the phone with one of them. I am 16 and he is 19. When I talked on the phone with this guy, he started trying to hook me up with one of his friends as a joke because he knew that I was really not dating anyone. It didn't offend me or anything. Then, there was this gala coming up and my mom and I were going to go together because my dad did not want to go and so the night of the gala, we had dinner with my mom's friends and their sons (the guy I was talking about earlier). We didn't talk much at all that night. So, I went to the gala and had a fun time and still didn't think much of this guy. I found out that he was doing this internship type thing with the police department and so, a few weeks later, my friend and I went to this hot air balloon festival and he was working there. We saw him and my mom went and talked to him for awhile. I didn't say much to him besides that I was cold and he offered me his jacket. I politely declined and he told me that he wouldn't have given it to me anyway. Then, that night, we decided to go the night hot air balloon show and my mom and I once again had dinner with this guy and his parents. At dinner, he sat next to me which was no big deal but he was sarcastic all the time. When I left, I started really liking him because I am also a sarcastic person. After this, I wanted to start spending more time with him but I didn't know how to bring it up. So, I asked him on the phone if he would want to do something with me. He said that he would and he started texting me. We ended up going to laser tag and I brought one of my friends with me so that it wouldn't be as awkward. We had a fun time at that I began to like him more and more. Then, Halloween had started to come around and my friend and I decided to take this guy Chipotle burritos at the hospital (where he works). He was excited about it and everything which was good and he liked the burrito. He also joked around a lot during this time. But, at the end when I left, he grabbed my wrist and put a salt shaker in it which I thought was really weird. So, I asked him why he did that and he told me he didn't know. Then, on Black Friday, I went shopping at a mall at midnight and he was there. This time, we didn't talk all that much. We spoke a few sentences to each other and went our separate ways. But, only an hour after I left, he texted me and told me that I looked really nice and it really made me mad because he didn't tell that to me in person. In between all of these get togethers, we have been texting a lot and he is totally different over text than he is in person. In person, he is sarcastic and not serious at all but in text he is really sweet and nice. Don't get me wrong, there have been some sweet moments in person too but not nearly as many. Like, one night we were texting and I fell asleep and when I woke up, it was late but I answered the question he texted me before and he asked me what I was doing awake. I told him that I woke up because I had a dream that someone had kidnapped me and he told me that he would never let anyone kidnap me. I thought that was really sweet. But, when I saw him in person after that, he complained that I texted him so late at night. It really confused me. He is also one of those guys that are flirty in nature and I never know if he is intentionally flirting with me or doing it by accident. Back to the age difference, we are three years apart, but he constantly tells me that I am really mature. And, technically, I am not supposed to date him because it could cause problems for my mom's job because she is his boss and it would not look good for the boss' daughter to date one of her employees. Also, back to the guy he tried to hook me up with at the very beginning...He goes to my school and I see him a lot. So, he is still trying to hook me up with him by telling me that this guy is texting him all the time and saying that I am really hot. Also, when I saw the nineteen year old guy, he told me that the guy he is trying to hook me up with thinks I have a cute but. I don't know if he is just saying or if the guy is really telling him this. But, to make things more confusing, my friend and I are going to the Killers concert in January and I told this guy and he said that he wanted to go with me. So, that was fine with me. So now we have the concert planned. But, it seems like I am the one that always has to plan everything. Also, he always texts me with all these things we need to do together, but he hasn't followed through on any of them. At one point, I thought that he was really tired of talking to me so I told him that he didn't have to talk to me if he didn't want to or hang out with me. I told him that he can be honest with me and it wouldn't hurt my feelings but he always says that I am ok and there is no proble
