Do I need to get a 5X10 open utility trailer notarized Bought in Pa?

I am interested in buying a trailer from a guy in PA and he says that you do not need to get the trailer notarized. Im not familiar with notaries because Im from delaware and we don't need to do that. I know it is necessary for cars but is it Nessa's for a utility trailer. Thanks -Matt
